The South Western Oregon Coast Referee Association was founded in December 2024.

The founder and owner is John Richer. He is originally from Manchester, England and has been involved in soccer all his life. John has been a USSF Referee for 26 years and has also been a USSF Referee Instructor/Mentor plus a USSF Assignor for 10+ years. In addition, he has refereed High School games for 20 of his 26 years in three different states (California, Nevada and now Oregon).

He played soccer for many years, coached at a high level for 15 years, and then focused on refereeing since 2007.

John is committed to growing soccer in the South West Oregon Coast area and specifically the Referee Program to support USSF Referees and High School Referees.
